Kokkuvõte

Lõputöö annab ülevaate sellest, kuidas koostada maa-ala plaani geoinfosüsteemis leiduvate jooniste abil ja ilma seal leiduvate joonisteta. Kajastatud on 2 erinevat tööd, üks neist asub aadressil Kaarli pst 7, Tallinn ja teine aadressil Tormilinnu tee 2, Harku vald. Tallinna linnas algab kõik sellest, et tuleb esitada Tallinna linnavalitsusele mõõdistustaotlus, pärast mõõdistusloa saamist väljastatakse sellel maa-alal paiknevad varasemad joonised. Jooniseid uurides saab teada, kas on võimalik kasutada mõningaid neist abistavaks materjaliks või mitte. Kõik oleneb esiteks ikkagi sellest, kas antud maa-ala kohta on üldse täpseid varasemaid jooniseid, Harku valla näite puhul selgub, et alati ei pruugi see nii olla. Lõputöö eesmärgiks on välja selgitada, kuidas Tallinna ja Harku valla geoarhiivid toimivad, mis on nende erinevused ja kas maa-ala plaane on kergem koostada geoarhiivis leiduva materjali abil või mitte. Lisaks sellele rõhutatakse, et geodeet vastutab oma mõõdistuse eest ja on kursis geodeetiliste tööde teostamise seadustega ja teab kehtivaid täpsusnõudeid. Geoarhiivi andmed on üldiselt usaldusväärsed, aga alati esineb ka erandeid, kuna aja jooksul võib olukord siiski muutuda või pole palgatud geoarhiivi juurde jooniste kontrollijat, nii et geodeet peab veenduma, et andmed vastaksid tegelikule olukorrale ja mitte kinni olema varasemalt tehtud jooniste andmetes. Geoarhiiv õigustab ennast kindlasti, kuna teeb geodeedi ja ametniku töö lihtsamaks, sest saab kontorist lahkumata vaadata, mis maa-alaga täpsemalt tegu on, mida mõõtma minnakse ja joonist tehes võrrelda oma andmeid varasemalt tehtud joonistega, et veenduda oma mõõtmistöö õigsuses. Tallinna ja Harku valla geoarhiivi võrreldes võib tõdeda, et Tallinna geoarhiivil on rohkem võimalusi kasutaja jaoks, Harku valla geoarhiiv on lihtsakoelisem ja saab kätte vaid üleüldisema info ja võib juhtuda, et see ei pruugigi eelnevalt kontrollitud olla, kuna ei ole olemas inimest, kes sellega tegeleks, aga kõige tähtsam info on maa-ala plaani koostamise juures siiski see, mida geodeet objektil ise näeb ja mõõdab.


The thesis provides an overview of how to draw up a plan of an area based on the drawings found from the Geographical Information System and without such drawings. Two different works are described, one located at Kaarli pst 7, Tallinn, and the other at Tormilinnu tee 2, Harku Parish. In the city of Tallinn, everything begins with filing an application for surveying to the Tallinn City Government. After issue of a surveying permit, the drawings made for the area in question before are issued. Examining the drawings allows to decide whether or not any of them can be used for assistance. Above all, everything depends on whether there are any earlier drawings of the area in question available at all; in the example of Harku Parish, it appears that this is not necessarily always the case. The aim of the thesis is to investigate how the geo-archives of Tallinn and Harku Parish function, what are the differences between them and whether or not it is easier to draw up plans of areas with the help of the material found from a geo-archive. It is also stressed that a geodetic surveyor is responsible for the surveying performed by him or her and must acquainted with the legislation of performing geodetic operations and aware of the applicable requirements for accuracy. The data available in a geo-archive is generally reliable, but there are always exceptions, as the situation may change in time or if the geo-archive does not employed a person whose responsibilities include checking the drawings, so a geodetic surveyor is responsible for ensuring that the data correspond to the actual situation and refrain from sticking to the data provided on any earlier drawings. Geo-archives are certainly necessary, as they make the work of geodetic surveyors and officials easier, as they can check without leaving the office what the area to be surveyed is like and, when drawing up the drawing, the data obtained by surveying can compared to earlier drawings to be assured of the accuracy of the surveying performed. Comparing the geo-archives of Tallinn and Harku Parish, it may be concluded that the geo- archive of Tallinn provides more functions for the user, the geo-archive of Harku Parish is simpler and only general information can be obtained and the information may not always have been checked before, as there is no person employed who would be responsible for checking drawings. However, the most important information in drawing up a plan of an area is what is seen and surveyed by the geodetic surveyor on-site.
