Temporary traffic management analyse in Tartu City The author of the thesis wanted to analyse and give overview of temporary traffic management usage in Tartu City. Temporary traffic management is essential in providing safety and smooth flow of traffic during construction activities. In the first half of the thesis, the author highlights the nature, content, and necessity of temporary traffic management. The situation in Tartu and companies providing temporary traffic management services are also described. In the empirical part of the work, the author identifies the research problem, questions, sample and research methods. Additionally, the use of photos and drawing are used in describing the results of the investigation and observations of the projects. The author provides personal assessments and proposes temporary traffic management plans to be used in said projects. Many errors were seen among different construction sites, such as insufficient temporary traffic management or in some cases, it was completely absent. The aim of this paper is to map out and identify the shortcomings of temporary traffic management in Tartu. The author suggests solutions for various temporary traffic management situations. Focusing on the objective, the author formulates research questions:

1. Are the temporary traffic management plans, laws, regulations, and directives followed in Tartu and to which extent?
2. What could be done differently/better on these objects?
3. Does Tartu's temporary traffic management require better supervision? The objects of study were roadworks and events in Tartu requiring temporary traffic management. The author chose a qualitative method to observe various temporary traffic management objects and to take pictures for analysis. For each project, the author presented a photo, a description of the situation, and proposed a solution with a designed temporary traffic management plan. As a result, it was found that out of fourteen projects, six of them had a traffic management plan, four lacked a plan and information about two plans was not found. To carry out the works, it is necessary to first coordinate the temporary traffic management scheme with the Tartu City Government and obtain permission for the works. During the research, it was revealed that permission and coordination were present for six out of fourteen projects, and seven of them were without permission and coordination. Information was not found for one project. 38 The author emphasizes that out of all fourteen projects, five had everything in order and complied with requirements. Nine had inadequate temporary traffic management, lacked a plan, or did not receive coordination and permission from the Tartu City Government. The author believes that temporary traffic management in Tartu requires better supervision. It is necessary to ensure that the works in Tartu are done correctly and safely, with more rigorous monitoring and the implementation of stricter measures if needed. The author suggests progressive financial fines, halting work, and the obligation to comply with correct requirements as stricter measures.

Ajutine liikluskorraldus on oluliseks osaks liikluses, et tööde teostamise ajal toimiks kõik ohutult ja sujuvalt. Lõputöö autor toob oma töö esimeses pooles välja ajutise liikluskorralduse olemuse, sisu ja vajalikkuse. Samuti kirjeldatakse olukorda Tartus ja ajutist liikluskorraldust pakkuvaid ettevõtteid. Töö empiirilises osas toob töö autor välja uurimisprobleemi, küsimused, valimi ja uurimismeetodid. Lisaks on kirjeldatud objektide uurimise ja vaatluse tulemusi jooniste ja fotode abil. Lõputöö autor on välja toonud enda poolsed hinnangud ja koostanud skeemid, mida tuleks antud objektidel kasutada. Mitmetel töömaadel esines palju vigu ja oli puudulik ajutine liikluskorraldus või puudus see üldse. Antud töö eesmärgiks oli kaardistada ning tuua välja Tartu linna ajutise liikluskorralduse puudujäägid. Töö autor toob välja omapoolseid lahendusi erinevatele ajutise liikluskorralduse olukordadele. Eesmärgile keskendudes tõi töö autor välja uurimisküsimused:

1. Kas ja kuidas järgitakse Tartu linnas ajutise liikluskorralduse skeeme, seadusi, määrusi ja ettekirjutusi?
2. Mida saaks antud objektidel teha teisiti/paremini?
3. Kas Tartu linna ajutine liikluskorraldus vajaks paremat järelevalvet? Lõputöö uuritavateks objektideks olid Tartu linnas läbiviidavad teetööd, kus oli vaja kasutada ajutist liikluskorraldust. Töö autor valis uurimismeetodiks kvalitatiivse meetodi, et vaadelda erinevaid ajutise liikluskorralduse objekte ning teha pilte analüüsi jaoks. Antud töös toodi välja iga objekti juures foto, olukorra kirjelduse ning pakkus välja omapoolse lahenduse koos projekteeritud ajutise liikluskorralduse skeemiga. Tulemusena saab välja tuua, et kuuel objektil neljateistkümnest puudus ajutise liikluskorralduse skeem, kuuel objektil oli ajutise liikluskorralduse skeem olemas ning kahel objektil ei leidnud töö autor infot selle kohta. Tööde tegemiseks on vaja ajutise liikluskorralduse skeem esmalt kooskõlastada Tartu linnavalitsusega ja saada luba tööde teostamiseks. Uurimise ja vaatluste käigus selgus, et luba ja kooskõlastus olid olemas kuuel objektil neljateistkümnest ning ilma loa ja kooskõlastuseta oli seitse objekti. Ühel objektil ei leidnud töö autor infot selle kohta. 36 Töö autor toob välja, et kõikidest neljateistkümnest objektist oli viiel objektil kõik korras ja vastas nõuetele. Üheksal objektil oli puudulik ajutine liikluskorraldus, puudus skeem või ei olnud saadud Tartu linnavalitsuselt kooskõlastust ja luba. Töö autor on arvamusel, et ajutine liikluskorraldus Tartu linnas vajaks paremat järelevalvet ning oleks vaja, et Tartu linnas tehtavad tööd oleksid korrektselt ja ohutult tehtud ning selle täitmist kontrollitaks rohkem ning vajadusel rakendatakse karmimaid meetmeid nende täitmiseks. Karmimateks meetmeteks pakub töö autor progresseeruvaid rahalisi trahve, tehtava töö peatamist ning korrektsete nõuete täitmise kohustust.
