Pindamistöödele kehtestatud nõuded ja nende toimimine praktilises töös

Käesolevas lõputöös kõrvutati erinevad normdokumendid, mis käsitlevad pindamistöid, koos nõuete ja soovitustega. Suurel määral on normdokumentide sisu ja neis esitatavad nõuded korduvad. Raske on juhistes orienteeruda, leida üles õiged nõuded. Suurimaks probleemiks on nõuete erinevad tõlgendamised. Juhiseid ja määruseid on liiga palju ning see süvendab seda probleemi. Normdokumentides esineb vähesel määral vastuolusid, neist olulisem puudutab pindamistööde projekteerimist. Pindamistööde teostamisel tuleb järgida standardi EVS-EN 12271, samas standardid on tasulised, mis raskendab oluliselt nende kättesaadavust. Töövõtjad on hädas pakkumuste koostamisega pindamistöödele, kuna on väga raske aru saada, mida tellijad nõuavad. Samal viisil jätkates peavad tellijad ja töövõtjad tegema rohkem koostööd, töövõtjad peavad selgitama tööde sisu ning tellijad peavad paremini selgitama mida soovitakse tellida. Pindamistööde kvaliteetseks teostamiseks tuleb koostada pindamistööde projekteerimise normid, mis on üheselt mõistetavad ning mille tulemusena pindamistöö projekt ei sõltu projekteerijast. Normdokumentide hulk tuleb minimaliseerida ning juhised peavad olema selged arusaadavad. Nõuded töödele peavad olemas kaasasjastatud.

Condition of roads is very important for the car users. Correctly performed surface dressings improves road maintanance also the quality of life. The aim of the thesis is to compare the different requirements of the surface dressing and how they work. Based on authors experience in surface dressing and various normative document comparisons, will be identified which of the requirements are problematic, if there are conflicts and what to improve. Surface dressing is a product that belongs to the European Construction Products Regulation 305/2011. The regulation aims to ensure the safety of construction products, overall suitability for the intended use and removes barriers of trading products between Member States. The characteristics of the surface dressing are described in the standard EVS-EN 12271. The content of the normative documents and their requirements are repeated. It is difficult to orient the guidelines and find out the correct requirements. The biggest problem is the varying interpretations of the requirements. There are too many guidelines and regulations and it increases the problem. In normative documents there are a few conflicts. The most problematic is the question how and who designs surface dressing projects. To ensure the quality of surface dressing there must be an independent standard that regulates designing surface dressings. The number of the normative documents should be minimized, the instructions should be clearly understood and they must be updated.
