dc.description.abstractUuritava jäätmejaama ehitusprojektiga kaasnenud väljakutsed ja probleemid tekkisid projekteerimisel ning piirkonna elanikega vastasseisu tõttu jäätmejaama rajamisele. Töös on kajastatud ka rajatava jäätmejaama võimalikku keskkonnamõju ning antud ülevaade keskkonnamüra hinnangust. Rajatav jäätmejaam ehitatakse Mustjõe tn 40 kinnistule, mis asub Tallinnas, Kristiine linnasosas. Projekteerimisel on aluseks võetud Laki tn, Mustjõe tn, Veskimetsa tn ja Kõrgepinge tn vahelise maa-ala detailplaneering. Projekteerimisel tekkisid väljakutsed sobiva asendiplaanilise lahenduse leidmisel, mis vastaks detailplaneeringule ja Tellija soovidele. Kinnistule tuli paigutada estakaad, hooned ja konteinerid selliselt, et nende vahel oleks ruumi sõidukitega ringi liikumiseks ning lahendada juurdepääs jäätmejaamale selliselt, et ei tekiks liiklusohtlikke olukordi. Samuti tuli otsustada, kuidas korraldada sademevee kogumine. Kõige sobivamaks lahenduseks valiti selline lahendus, kus kinnistu keskel on 14 Multilift konteineriga U-kujuline estakaad, idaküljes abihoone ning põhjanurgas kontorihoone. Sissesõit jäätmejaama alale toimub Mustjõe tänavalt kontorihoone varikatuse alt ning väljasõit selle kõrvalt. Lõunanurka on planeeritud 2-3 papi- ja paberipressi ning põhjakülge 4 pakendijäätmete konteinerit. Sademevesi kogutakse suurendatud läbimõõduga torudesse ning juhitakse õlipüüdurisse ja sealt sademeveepumplasse, mis asuvad kinnistu loodenurgas. Ehitusprojekti kohasele jäätmejaama lahendusele koostati keskkonnamõjude hindamise eelhinnang, et teada saada, milline on rajatava jäätmejaama mõju keskkonnale ja kas on vaja algatada täiemahuline keskkonnamõjude hindamine. Eelhinnangu tulemustest selgus, et olulist keskkonnamõju jäätmejaama rajamisel ja käitamisel ei teki ning selle tõttu jäeti täiemahuline keskkonnamõjude hindamine algatamata. Kuna jäätmejaama tegevusest tekib müra, siis koostati eraldi keskkonnaüra hinnang. Tehti müratasemete arvutused ning koostati mürakaart. Helirõhutasemete mõõtmised tehti Pääsküla jäätmejaamas ning tulemusi kasutati analoogina. Tulemustest selgus, et rajatava jäätmejaama tööst tekkivad müratasemed ei ole kehtestatud tööstusmüra sihtväärtusest II mürakategooria alal lähimate elamute juures suuremad. Pakuti välja ka erinevaid leevendusmeetmeid, millest üks oli müraekraani rajamine. Müraekraani rajamise nõue lisati peale hinnangu teostamist ehitusprojekti. Elanike sõnul on projekteerimisel aluseks võetud detailplaneering aegunud ja selle tõttu ei tohiks ehitusluba väljastada. Samuti leidub nende sõnul ehitusprojekti ja detailplaneeringu vahel ebakõlasid. Lisaks sellele on elanike arvates keskkonnamõjude eelhindamine puudulik ning täielike mõjude teada saamiseks tuleks teostada täiemahuline keskkonnamõjude hindamine. OÜ Entec Eesti ja Tallinna Linnavalitsuse poolt esitatud vastuste põhjal võib öelda, et enamikele elanike märkustele on põhjendused olemas ning osad elanike esitatud argumendid ei ole faktipõhised.et
dc.description.abstractChallenges and Problems Encountered in Designing Waste Station at 40 Mustjõe Street The challenges and problems of the construction project of the waste station emerged in the designing process in connection with the residents of the area who were against the construction of the waste station. The thesis also reflects the potential environmental impact of the waste station and gives an overview of the environmental noise assessment. The waste station will be constructed on a real estate plot at 40 Mustjõe Street, located in the city of Tallinn, district of Kristiine. The design project is based on a detailed plan of the land plot between Laki Street, Mustjõe Street, Veskimetsa Street and Kõrgepinge Street. During designing, challenges arose in finding a suitable solution that would meet the requirements of the detailed plan and the wishes of the client. A trestle, buildings and containers had to be placed in such a way that there would be room for the vehicles to move around. The access to the waste station had to be organized in such a way that it would not lead to traffic accidents. It was also necessary to decide how to organize the collection of rainwater. The most suitable solution was the one where a U-shaped trestle with 14 Multilift containers is located in the centre of the property, an ancillary building on the south side and an office building in the northern corner. The entrance to the waste station is organized from the Mustjõe Street, under the awning of the office building, and the exit is next to it. The southern corner is planned for 2-3 paper presses and the north side for 4 packaging waste containers. The rainwater is collected in pipes of increased diameter and is led into an oil separator and from there into a rainwater pumping station which is located in the north west part of the property. An ex-ante evaluation of environmental impact assessment was prepared for the construction project in order to find out the environmental impact of the waste station and whether it is necessary to initiate a full-scale environmental impact assessment. The results of the ex-ante evaluation revealed that there was no significant environmental impact caused by the establishment and operation of the waste station. Therefore, a full-scale environmental impact assessment was not initiated. Since the operation of the waste station creates noise, a separate environmental noise assessment was made. Noise levels were calculated and a noise map was generated. Measurements of the sound pressure levels were made at Pääsküla waste station and the results were used as the analogue. The results showed that the noise levels generated by the waste station to be built near the closest buildings are not higher than the target values of industrial noise in category II area. Also various mitigation measures were proposed, one of which was the installation of a noise wall. The requirement for the installation of a noise wall was added to the construction project after the assessment. According to the inhabitants, the detailed plan, which was used as a basis for the project, is outdated and therefore, no building permit should be issued. According to the inhabitants, there are inconsistencies between the construction project and the detailed plan. In addition, in the opinion of the inhabitants, the ex-ante evaluation of environmental impact assessment is inadequate and a full-scale environmental impact assessment should be carried out in order to find out the full impact. Based on the responses provided by OÜ Entec Eesti and Tallinn City Government, it can be said there are grounded answers to the majority of the comments made by the residents and some of their arguments are not factual.en
