Kokkuvõte

Käesoleva lõputöö teemaks on muutused postipakkide tarneahelas peale Euroopa Liidu käibemaksudirektiivi jõustumise. Lõputöö tulemuseks oli välja töötada juhised Euroopa Liidus asuvale lõpptarbijale ostu sooritamiseks kolmandast riigist. Lisaks anda tarbijale ülevaade kogu tarneahela toimimisest ja seda mõjutavates muudatustest. Eesmärgi täitmiseks püstitas autor kolm uurimisküsimust. Antud teema valikult lähtus autor direktiivi jõustumise päevakohasusest ja asjaolust, et muutust, mis mõjutab väga suurt osa elanikkonnast on väga vähe kajastatud nii meedias kui ka riigiasutuste poolt kes selle eest vastutavad. Antud teemat saab käsitleda mitmest vaatenurgast kuid autor valis sihtrühmaks tarbija kuna mõju neile on suurim. Esimeses peatükis tutvustab autor lugejale hetkeolukorda. Tuuakse välja kust sai direktiivi muutus alguse ja mis on selle põhjuseks. Välja tuuakse muutuste jõustumise kuupäev milleks on 1. juuli 2021. Peamiste põhjustena mainitakse EL-i soovi kaitsta oma kaupmehi turumoonutuste eest ja kaitsta maksusüsteemi kavalate käibemaksu pettuste eest. Lisaks saab peatükist ülevaate tarneahela olemusest ning postisaadetiste maksustamisest hetkel. Lähemalt on käsitletud erinevalt maksustatavaid postisaadetiste gruppe ja toodud välja igaühe erisused. Peatüki lõpus saab lugeda uurimistöö kavandamise ja läbiviimise kohta. Autor omandas teadmisi antud valdkonna kohta läbides valdkonnaga seotud ettevõttes pikaajalise osalusvaatluse. Saamaks infot tarbijate käitumise ja soovide kohta teostas autor struktureerimata individuaalintevjuusid tarbijatega. Teises peatükis on vaatluse alla võetud eesootavad muutused ja nende mõju tarbijatele. Mõju ulatuse hindamisel selgusid jahmatavad numbrid. Eesti elanikest suurem osa on sooritanud viimase kolme kuu jooksul ostu internetist. Euroopa Liidu sees edastatakse aastas 6 miljardit saadetist ja kolmandatest riikidest siseneb veel 1,1 miljardit saadetist. Seega populatsiooni osakaal kes antud direktiivist mõjutatud saavad on väga suur. Samal ajal selgus struktureerimata intervjuudest, et tarbijatel pole aimugi neid eest ootavatest muudatustest ja mõju ulatusest. Vähesed kes olid sellest kuulnud ei osanud öelda, mis moodi see neid mõjutada võiks. Intervjuude põhjal saigi autorile selgeks, et kõige tähtsam on anda ülevaade tarbijale kes vastupidiselt tarneahelaga seotud ettevõtetele on jäätud infosulgu. Peatüki teine pool keskendub muutuste kirjeldamisele ja detailsele väljatoomisele. Esimesena toob autor välja muutused ostlemisel e-poest, mis on hetkel ja mis muutub peale direktiivi jõustumist. Lisaks antakse ülevaade saadetise käitluses toimuvatest muudatustest, tagastus logistikast, käibemaksu korjamises toimuvatest muutustest kui ka nende positiivsetest ja negatiivsetest mõjudest. Viimase suurema osana antud peatükis on käsitletud võimalike tarneahelaid lõpptarbijale peale direktiivi jõustumist. Ära on toodud nii IOSS skeemi alla minevad kui mitte minevad tarneahelad ja parema ülevaate saamiseks on tarneahelaid analüüsitud SWOT meetodi abil. Kolmandas ja viimases osas toob autor eelnevatest peatükkidest saadud parimad tavad kokku ja koondab need ühtseteks juhisteks. Lisana on autor juurde pannud parimad tavad internetist ostude sooritamiseks, et vältida pettuste ohvriks langemist. Esmajärjekorras on soovitus osta Eestist või Euroopa Liidust kõik vajalik ja kui ikkagi on soov ostu sooritamiseks kolmandast riigist tuleb teostada põhjalik taustakontroll ja eelistada IOSS skeemiga liitunud kauplejaid, et saadetised saabuksid kiiremini ja kõik nõutud maksud oleksid tasutud. Lõputöö tulemina koostas autor selged juhised turvalise ostukoha valimiseks e-keskkonnas. Juhised hõlmavad nii üldist turvalisust kui ka kindlaid soovitusi platvormi turvalisuse jälgimiseks. Lisatud on õpetused kuidas ja kas saab veenduda, et platvorm kust tarbija ostu sooritab on liitunud Euroopa Liidu IOSS skeemiga ja vajalikud maksud saavad tasutud juba ostu sooritamise hetkel. Sammuti on autor loonud levitamiseks kaks brošüüri, et tarbijal oleks lihtsam vajaliku infot kiirelt ühest kohast kätte saada.


Directive 2017/2455 and Directive 2019/1995 of the European Union Council are documents that directly or indirectly affect the consumption habits of 450 million Europeans. In 2018, 1.1 billion shipments arrived in the European Union from third countries. Changes in supply chains resulting from the enforcement of the directives give the author an incentive to write this thesis. The subject of the research is different supply chains, as the new legislation gives new obligations to related parties and possible declarations and handling of the postal parcels. In addition to changes in the supply chain, attention must also be paid to the change in tax law itself, which will lead to price increases for consumers and should level the tax burden of a local trader with that of a non-EU trader. Any price increase is repulsive to the consumer of low-value goods. Will the consumer adapt to the new price and different reporting to support a local merchant? The author of the dissertation aims to develop guidelines for the last link in the supply chain in the European Union, ie the end consumer to purchase from a third country. In order to achieve the goal of the dissertation, the author has set himself three research questions:

  1. How do the laws that come into force affect the supply chain?
  2. Which supply chains are used now and which in the future?
  3. What are the risks of introducing new supply chains? This dissertation focuses on the analysis of existing information, in addition, to synthesize new knowledge. In the theoretical part of the work, the author gives an overview of the current handling of postal parcels from third countries and explains the guarantees of the laws that affect it. In the empirical part, the author analyzes different supply chains by using the data collected from interviews, companies involved in the supply chain, and the European Commission’s explanatory note. This topic can be considered from several perspectives, but the author chose the target group of consumers because the impact on them is the greatest. In the first chapter, the author introduces the reader to the current situation. The origins of the change to the directive and the reasons for it are set out. The date of entry into force of the changes is 1. July 2021. The main reasons cited are the EU's desire to protect its traders from market distortions and to protect the tax system from cunning VAT fraud. In addition, the chapter provides an overview of the nature of the supply chain and the taxation of postal parcels at the moment. The groups of postal items, which are taxed differently, are discussed in more detail and the differences of each are pointed out. At the end of the chapter, you can read about planning and conducting research. The author acquired knowledge about this field by passing a long-term participation survey in a company related to the field. In order to obtain information about consumer behavior and wishes, the author conducted unstructured individual interviews with consumers. The second chapter looks at the forthcoming changes and their impact on consumers. The magnitude of the impact revealed staggering numbers. The majority of Estonian residents have made an online purchase in the last three months. Within the European Union, 6 billion postal parcels are shipped each year, and another 1.1 billion come from third countries. Thus, the proportion of the population affected by this directive change is very high. At the same time, unstructured interviews revealed that consumers have no idea of the changes they are facing and the extent of the impact of those changes. Few who had heard of it could not say how it might affect them. Based on the interviews, it became clear to the author that the most important thing is to give an overview to the consumer who, unlike companies related to the supply chain, has been left uninformed. The second part of the chapter focuses on describing and highlighting the changes in detail. The author first points out the changes in shopping in the e-shop, which are currently and which will change after the entry into force of the directive. In addition, an overview of changes in shipment handling, return logistics, changes in VAT collection, as well as their positive and negative effects, are provided. The last major part of this chapter deals with possible supply chains to the final consumer after the entry into force of the Directive. Both IOSS and non-IOSS supply chains are shown and have been analyzed using the SWOT method for a better overview. In the third and final chapter, the author summarizes the best practices from the previous chapters and consolidates them into coherent guidelines. In addition, the author has added best practices for online shopping to avoid falling victim to fraud. The priority is to buy everything from Estonia or the European Union, and if you still want to make a purchase from a third country, you should perform a thorough background check and give preference to traders who have joined the IOSS scheme so that shipments arrive faster and all required taxes are paid. As a result of the dissertation, the author prepared clear instructions for choosing a safe place to buy in the e-environment. The guidelines cover both general security and specific recommendations for monitoring platform security. Instructions on how and whether to make sure that the platform from which the consumer makes a purchase has joined the European Union's IOSS scheme and that the necessary taxes have already been paid at the time of purchase. The author has also created two brochures for distribution to make it easier for consumers to get the information they need quickly from one place.
