Kokkuvõte

Lõputöö eesmärgiks oli pöörata tähelepanu neljale suurele probleemile, mis tekivad Tallinna linna teede projekteerimise käigus. Töös käsitleti nelja suuremat valdkonda: parkimiskohtade projekteerimisel tekkinud tüüpvead, vertikaalplaneeringus tekkinud tüüpvead, asfaltbetooniga seonduvad tüüpvead ning projektides puuduolevad lisad. Parkimiskohtade puhul on põhiliseks probleemiks inimeste teadmatus, kuhu nad võivad enda parkimiskoha projekteerida. Näiteks Pirita linnaosas eeldavad eramajade omanikud, et nad tohivad enda kinnistu väliselt ehitada endale parkimiskoha linna maale. Ehk siis ehitatakse kõvakattega parkimiskoht aia taha, linnale kuuluvale maale. Linna maale tohivad parkimiskohti ehitada ainult lasteaiad, koolid ning muud avalikuks kasutuseks mõeldud hooned. Kõik parkimiskohad, mis asuvad linnale kuuluval kinnistul, on üldkasutatavad ning eesõigus puudub. Parkimiskohti piirab ka Tallinna Linna Transpordiamet vastavalt sellele, et tagada ühistranspordi jaoks vajalik liikumisruum. Vertikaalplaneeringus tekkinud tüüpvead on enamasti seotud sademevee juhtimisega selleks mittesobiliku kohta. Näiteks taheti ühes projektis suunata kogu kõnniteele valguv sademevesi vastu kortermaja seina. Sellise lahenduse puhul, kus kõnnitee oli ruumi puuduse tõttu niigi vastu hoone seina, oleks jäänud sademevesi pidama kõnnitee ja hoone vahelisele piirile. Palju tahetakse eramajade rajoonides suunata sademevett naaberkinnistule, mis on samuti ebaseaduslik. Ühe näitena toodi välja prügilas sademevee suunamise otse merre. Nimelt Aegna saarele projekteeriti prügila, mille kogu ulatuses langev sademevesi taheti suunata otse merre. Antud projekt eksis paljude projekteerimisnormide ning lisaks ka keskkonnanõuete vastu. Huvitav näide oli ka väljaehitamatu vertikaalplaneering, kus taheti keset parklasse sissesõiduteed vertikaalplaneeringu joonise järgi rajada kolmnurkne 10 cm kõrgune tõus. Asfaltbetooniga seotud tüüpvigade puhul on põhiliseks probleemiks see, et projekteerija ei oska valida sobilikku koormusklassi ning sellele vastavat tüüpkatendikonstruktsiooni. Kuna Tallinna linnas tehakse liiklussageduse uuringuid harva, siis tuleb loogiliselt järeldada, vastavalt kõrvaltänavatele, milline konstruktsioonikiht oleks sobilik. Näiteks on ebaotstarbekas projekteerida eramajade rajoonis kolme kihilist asfaltkatendit, kui saaks vajaliku tugevuse kätte ka näiteks ühe paksema asfaldikihiga. Projektis puuduolevaid lisasid on üldjuhul kolm: teekattemärgistus on puudu, vihmaveerennid on puudu ning ei ole arvestatud Tallinna linna ning Pimedate ühingu koostööga. Teekattemärgistuste 43 puhul on tegemist tavaliselt olemasoleva tee üleskaevamisega. Selle käigus aga unustatakse lisada projekti, et peale kaevetöid tuleb teekattemärgistus taastada. Vihmaveerennide puhul unustatakse tihtipeale peale kaevetöid taastada vihmaveerennid, mis seal enne kaevetööde teostamist olemas olid. Töös toodi välja kaks näidet, kus mõlemal puhul olid olemas küll hoonel vihmaveetorustik, kuid kui see torustik jõudis maapinnale, siis sealt enam edasi seda vett kuskile ei suunatud. Koostöö Tallinna Liikumispuudega Inimeste Ühinguga ning Tallinna Keskkonnaametiga algas 2012. aasta sügisel. Siiamaani unustavad aga projekteerijad ära arvestada ühingu poolt kõikidele liiklejatele paremate tingimuste võimaldamiseks ette nähtud nõuded. Üheks elementaarseks nõudeks on pimedate jaoks hädavajalikud braikivid ülekäiguradade ääres. Tavaliikleja jaoks kõigest kahe sentimeetri kõrgused tekstuursed kivid ei sega kuidagi liikumist, kuid pimedate jaoks on need hädavajalikud juhised, andmaks märku, et algamas on sõidutee. Teiseks väga oluliseks nõudeks ühingu poolt on äärekivide kõrgused. Nimelt peaksid ülekäiguradadel olema äärekivid maapinnaga tasa, vältimaks segadusi braikividega. Selliseid vigu on pikemalt ning põhjalikumalt analüüsitud kogu töö vältel.


The aim of the dissertation was to pay attention to four major problems that arise during the design of Tallinn's roads. In the work, there work covered four major areas: standard errors in the design of parking lots, standard errors in vertical planning, standard errors related to asphalt concrete, and appendices missing from the projects. In the case of parking spaces, the main problem is people's ignorance of where they can design their own parking space. For example, in the Pirita district, the owners of private houses assume that they can build a parking space on the city land outside their property. In other words, a paved parking space will be built behind the fence, on land belonging to the city. Only kindergartens, schools and other buildings intended for public use may be built on the city property. All parking spaces located on the property belonging to the city are meant for public use. Parking spaces are also limited by the Tallinn City Transport Board to ensure the necessary movement space for public transport. Typical errors in vertical planning are mostly related to directing stormwater into an unsuitable place. For example, in one project, designer wanted to direct all the rainwater flowing into the sidewalk against the wall of an apartment building. In such a solution, where the sidewalk was already against the wall of the building due to lack of space, the rainwater would have remained on the border between the sidewalk and the building. There is also a lot of intention in the districts of private houses to direct rainwater to a neighbouring property, which is also illegal. As one example, I also mentioned the direct discharge of rainwater from the landfill to the sea. On the island of Aegna a landfill was designed, the entire rainfall of which was to be directed directly to the sea. This project violated many design standards as well as environmental requirements. Another interesting example was a designed vertical plan, where a triangular 10 cm high elevation was to be built in the middle of the entrance to the car park, according to the drawing of the vertical plan. The main problem with standard errors related to asphalt concrete is that the designer is not able to choose the appropriate load class and the corresponding standard pavement structure. As traffic frequency surveys are rare in the city of Tallinn, it must be logically concluded, according to the adjacent streets, which construction layer would be suitable. For example, it is impractical to design three-layer asphalt pavements around private houses, if the required strength can be obtained with, for example, one thicker asphalt layer. 45 There are generally three annexes missing from the project: road markings are missing; gutters are missing and the cooperation between the City of Tallinn and the Association of the Blind has not been considered. Road markings are usually the excavation of an existing road. In the process, however, it is forgotten to add to the project that after excavation work, the road markings must be restored. In the case of gutters, it is often forgotten to restore the gutters that existed before the excavations were carried out. Two examples were given in the work, where in both cases there was a rainwater pipeline in the building, but when this pipeline reached the ground, then this water was no longer directed from there. Cooperation with the Tallinn Association of People with Disabilities began in autumn 2012. So far, however, the designers forget to consider the requirements set by the association to provide better conditions for all road users. One of the basic requirements is the boulders along the crossings, which are essential for the blind. For ordinary road users, textured stones only two centimetres high do not interfere with movement in any way, but for the blind, these are essential instructions to signal that the road starts from there. Another very important requirement for the association is the height of the curbs. Namely, the pedestrian crossings should have curbs level with the ground to avoid confusion with the boulders.Such errors have been analysed at length and in more detail throughout the work.
