Eriotstarbelise hoone korrashoiu korraldamine teenistuskoerte hoone näitel

Käesolevas tööd kirjeldati Sõjaväepolitsei koertele rajatud konteinerhoonet, mis asub Tallinnas, Küberväejuhatuse territooriumil ning mis valmis ja võeti kasutusele 2023. aasta kevadel. Lõputöö ,,Eriotstarbelise hoone korrashoiu korraldamine teenistuskoerte hoone näitel’’ eesmärk oli luua korrashoiu kava värskelt valminud konteineritest hoonekompleksi tarbeks. Kuigi konteineritest hooneid on ka varasemalt nii tsiviilis kui ka Kaitseväes rajatud ning kasutusele võetud, puudus kogemus sellisest hoonekompleksist koerte tarbeks ning see oli Kaitseväes esimene selle sarnane ehitis. Kolmest konteinerist loodud kompleksi ja sellega seonduvat kirjeldati töös viies osas. Esimeses osas toodi välja hanke jaoks loodud lähteülesanne ning kirjeldati lihthanke protsessi Kaitse- ja julgeoleku valdkonnas. Teises osas kirjeldati põhjalikult kõiki hoone tarindeid. Autor tõi välja kasutatud materjalid ja tehnilised nõuded, mida ehitusel kasutati ning kuidas lahendati tehnosüsteemid. Kolmandas osas loodi hoonekompleksile konkreetne korrashoiu kava, mis hõlmas haldamist, hooldust ja korrashoidmist. Välja toodi täpsed tegevused, mida Objektil tuleb toestada ning tegevuste sagedus. Samuti kirjeldati haldustarkvara, mille kaudu käib suur osa kommunikatsioonist ja akteerimisest. Neljandas osas kirjeldati Objektile antud garantiitingimusi ning kirjeldati, millised puudused on seni Objektil tekkinud. Autor arvab, et kuna Objekt on kasutusel olnud vaid pool aastat, on võimalik, et puuduseid lisandub edaspidi juurde. Viiendas osas kirjeldati valminud hoone eelarvet ning tehti arvutused, millised on eeldatavad hoone korrashoiu kulutused ühe aasta lõikes. Kaitse- ja julgeolekuvaldkonna lihthanke tulemusel on rajatud autori hinnangul väga ökonoomne ja läbimõeldud lahendus ning autori koostatud aastase eelarvele tuginedes võib aimata, et ka jooksvad kulud saavad olema võrdlemisi soodsad. Järgides koostatud korrashoiu kava, on oodatav ekspluatatsiooniiga kompleksi seadmetel vähemalt 5 aastat ja hoonetel vähemalt 20 aastat.

The purpose of the thesis "Maintenance of a special purpose building on the example of service dog’s building" was to create a maintenance plan for the recently built container complex. Although container buildings have been built and used in the past both in civil and Defense Forces, there was no experience of such a building complex for the use of dogs, and this was the first such building in the Defense Forces. This work described the container building built for Military Police dogs, which is located in Tallinn, on the territory of the Cyber Command, and which was completed and put into operation in the spring of 2023. The complex consists of three containers and the graduation thesis consists of five parts. In the first part, the initial task created for the procurement was outlined and the simple procurement process in the field of Defense and Security was described. In the second part, author pointed out the used materials and technical requirements that were used in the construction and how the technical systems were solved. In the third part, a specific maintenance plan was created for the building complex, which included management, maintenance and sanitation works. Major works that must be done on the Object and the frequency of activities were brought out. The management software was also described, through which a large part of communication takes place. In the fourth part, the warranty conditions given to the Object were described and what defects the Object has experienced so far. The author thinks that since the Object has been in use for only half a year, it is possible that more problems will emerge. In the fifth part, there was describes the cost of the container complex and author made the calculations of the expected building maintenance expenses for one year. From author’s point of view, as a result of simple procurement in the field of defense and security, economical and advised solution has been established. Following the prepared maintenance plan, the expected operational life of the equipment of the complex is at least 5 years and the buildings at least 20 years.
