Ehituseelarve koostamise protsess ja sellega töötamise analüüs

Antud lõputöös kirjeldab autor ehituseelarve koostamise protsessi ja sellega töötamist. Autor toob välja erinevaid kitsaskohad eelarvestamise protsessis ja sellega töötamisel. Töös räägib autor 1983 ehitatud laohoone rekonstrueerimises tööde hankest ja ehitusest. Ta kirjeldab selle ehituse hanke perioodi, eelarve läbirääkimise perioodi ja hoone rekonstrueerimistööde perioodi. Ja töö lõpus analüüsib autor ehituseelarvet ja toob iga töölõigu juures välja selle head ja vead. Hanke perioodist kirjeldab autor hanke läbiviimist. Milline oli hanke tüüp, milline oli hanke sisu ja millised olid hanke korraldamise põhjused. Veel kirjeldab autor hanke perioodist seda, kes oli tellija, milline oli tema roll ja käitumine hanke ajal.
Eelarve läbirääkimistest kirjeldab autor eelkõige seda, millised olid tööde tellija soovid ja milline oli tema hinnasoov. Kuna ehitaja ja tellija hoone ehitamise nägemus hinna osas ei ühtinud, siis räägib autor töös pikalt sellest, kuidas jõuti hinnani, mis tööde tellijat rahuldas. Ning kuidas jõuti kokkuleppeni, et ehitaja saaks hakata antud hoonet rekonstrueerima. Hoone rekonstrueerimise osas räägib autor sellest, kuidas ehitus kokkulepitud ehituseelarvega sujus ning millised olid kokkulepitud eelarvega ehitamise probleemid ja puudused. Siinkohal räägib autor kolmest põhiteemast, milledeks on:

1. eelarve hinnas püsimise strateegia;
2. eelarves püsimise põhieesmärgid;
3. eelarve tabeli analüüsimine. Esimeses punktis kirjeldab ja analüüsib autor seda, kuidas ehitus objektimeeskond ehituseelarvega edasi kavatses toimetada, milline oli plaan ja millised olid takistused plaani elluviimisel. Teises punktis kirjeldab ja analüüsib autor eelarves püsimise eesmärke ja kuidas neid rakendati. Selles punktis räägib autor ka täpsemalt sellest, kuidas eesmärgid püstitati ning kuidas vead eelarves ja ehitustegevuses seda mõjutasid. Veel toob autor antud peatükis välja need mured, millega ei oska mitte keegi arvestada, kuid ometi need juhtuvad. Näiteks Covid 19 viiruse levik ja sõda Venemaa ja Ukraina vahel. Sellest viimasest murest räägib autor töös pikalt ja põhjalikult, s.t. kõik, mis selle sõja tõttu muutus ja millised mured sellest sõja tagajärjel tekkisid. Antud peatükki läbi lugedes saab lugeja aru, milline on üldiselt lähi regioonis oleva sõja mõju ehitusele ja sellega seonduvale. Üheks teemaks oli ka Covid 19 viiruse levik. Kuna teadmine sellest viirusest oli olemas juba hanke ajal, siis seda ehitusobjekti see väga ei mõjutanud, kuid mingil määral avaldas mõju ka see. Autor kirjeldab töös seda, kuidas see haigus mõjutas ehitusmaterjalide tarneid ja ehitustegevust ning millised olid meetmed selle haiguse vältimiseks ja õigeaegsete ehitusmaterjalide tarnete tagamiseks. Kolmandas punktis kirjeldab ja analüüsib autor ehituseelarve tabelid. Siin kirjeldab autor tabeliga eelarve hindasid ehituseelarves ja seda, millise hinnaga üks või teine töölõik valmis ehitati. Terviktabel on lisatud eraldi lisadokumendina lõputöö lõppu. Antud peatükis analüüsib autor töid liigendatult töölõikude kaupa. Kõikide töölõikude juures on välja toodud kirjeldus ja analüüs ning lõppu on lisatud tabel, kus kuvatakse selle töölõigu tulemus. Eraldi tabelina on veel kirjeldatud lisatööd, kui neid töölõigu teostamisel tehti. Kolmanda punkti võtab kokku koondtabel, kus kirjeldatakse ja analüüsitakse kogu tabeli tulemust. Antud lõputöö kokkuvõtteks saab autori arvates tuua välja selle, et vaatamata suurtele probleemidele suutis objektimeeskond säilitada külma närvi ja püsida eesmärgiks seatud hinnas. Seejuures saavutada ka kasum mis oli 5,8% ehituseelarvest. Tellija eelarvest oli see protsent 11,1%.

The Process of Drawning Up a Construction Budget and Analysis of Working With it In the present thesis, the author describes the preparation process and work with the construction budget. The author points out various bottlenecks in the budgeting process and also managing those. In the present thesis, the author talks about the procurement and construction of works in the reconstruction of a warehouse built in 1983. The author describes the construction procurement period, the budget negotiation period and the building reconstruction period. At the end of the work, the author also analyses the construction budget and points out its good and bad points for each work section. The author describes the execution of the procurement regarding the procurement period. What was the type of procurement, what was the content of the procurement and what were the reasons for organising the procurement. The author also describes the procurement period, who was the customer, what was his role and behaviour during the procurement. From the budget negotiations standpoint, the author describes, in particular, what were the wishes of the client of the works and what was their price request. Since the builder and the customer did not agree on the price of the construction, the author of the thesis discusses at length about how the price was reached which satisfied the customer. Also how an agreement was reached so that the builder could start the reconstruction of the given building. Regarding the reconstruction of the building, the author describes how the construction went according to the agreed construction budget and what were the problems and shortcomings of the construction with the agreed budget. Here, the author talks about three main topics. Which are:

1. the strategy of staying within the budget price;
2. the main goals of staying on budget;
3. analysing the budget table; In the first point, the author describes and analyses how the construction site team planned to proceed with the construction budget, what the plan was and what were the obstacles in implementing the plan. In the second point, the author describes and analyses the goals of staying on budget and how these were implemented. In this point, the author also discusses in more detail about how the goals were set and how errors in the budget and construction activities affected it. In this chapter, the author also points out those concerns that no one could take into account, but which still happen. For example, the spread of the Covid 19 virus and the war between Russia and the state of Ukraine. The author of the thesis discusses this last concern at length and in depth. Everything that changed with this war and what problems arose as a result of it. By reading this chapter, the reader will understand the general impact of the war on construction and related matters in the nearby region. One of the topics was the spread of the Covid 19 virus. Since the spread and the knowledge about this virus was already known at the time of the procurement, this construction object was not greatly affected, but to some extent it also had an effect. In the thesis, the author describes how this disease affected the supply of construction materials and construction activities. Also what were the measures to prevent this disease and how to ensure timely deliveries of building materials. In the third point, the author discusses and analyses the construction budget tables. Here, the author describes the budget prices in the construction budget with a table and the price at which one or another work section was completed. The entire table is attached as a separate additional document at the end of the thesis. In this chapter, the author assesses the works in an articulated manner by sections of the work. A description and analysis is provided for all work sections, and a table showing the result of that work section is added at the end. Additional work is also described as a separate table, if it was performed during the execution of the work section. The third point is summarized by a summary table where the result of the entire table is described and analysed. Summing up this thesis, in the opinion of the author, it can be pointed out that, despite the great problems, the object team was able to maintain a cold nerve and stay in the price of the goal.
