Rakvere diagonaaltänava kvartal

Käesolev diplomitöö käsitleb endas väiksema mahulist planeeringut Rakvere Aqva Spa parkla ja olemasoleva Kirikupargi alale. Planeeringu eesmärk on tekitada uus tõmbekeskus, mis kutsuks inimesi kesklinna uudistama ja pakkuda lahendus väikelinnade elanikkonna kahanemisega seotud probleemidele. Uue tõmbekeskuse loomine olemasolevate tähtsate ühenduste vahele muudab Vallimäe ja Keskväljaku vahelise ala atraktiivsemaks ja pikeneb ka inimeste Rakveres veedetud aeg. Töö autori eesmärgiks on kujundada uus linnaruum, mis oleks funktsionaalne ja sobituks Rakvere väikelinna keskkonda. Diplomitöö eesmärk on aidata kaasa kohaliku linnakeskkonna kaasajastamisele: luua erinevate funktsioonidega mõnus linnaruum, mis pärsib kohalike elanike soovi oma kodukohast lahkuda. Diplomitöö idee on muuta planeeringuala kõigile Rakvere elanikele ja külastajatele erinevaid funktsioone pakkuvaks ajaviitekohaks, kus on tegevust loomevaldkonnale, teenindus- ja kaubandusasutused, äri- ja eluhooned ning park. Uue diagonaaltänava ümber tekib uus hoonestus, mille ühele poole jääb vabaajakeskus ja teisele poole äri, büroopinnad ning korterid. Lõuna osas turuhoone ja lääne osas tantsuteater koos funktsionaalse pargiga. Planeeringu alal on hoonete funktsioonid jagatud selliselt, et inimesed leiaksid seal tegevust igal aastaajal ja kellaajal. Antud ala elavdamine, ja sinna uue aktiivse keskkonna loomine, suurendab Keskväljaku ja Vallimäe vahelise ala jalakäijasõbralikku läbikäidavust. Oluline on, et planeeringu ala oleks kõigile kättesaadav ja meelitaks ligi inimesi igast valdkonnast.

The purpose of this final thesis is to deal with a smaller planning project in the center of Rakvere, on the territory of Aqva Spa car park and the existing church park. The aim of the plan is to create a new center of attraction that would attract people to explore the city center and offer a solution to the problems related to the declining population of small towns. The creation of a new attraction center between the existing important connections will make the area between Vallimäe and Keskväljak more attractive and the time people spend in Rakvere will also be extended. The aim of the author of the work is to design a new urban space that would be functional and suitable for the environment of the small town Rakvere. The aim of the diploma thesis is to contribute to the modernization of the local urban environment: to create a pleasant urban space with various functions, which inhibits the desire of local residents to leave their homeland. The idea of the diploma thesis is to turn the planning area into a leisure place offering various functions to all Rakvere residents and visitors, with activities for the creative field, service and trade institutions, commercial and residential buildings and a park. A new building will be built around the new diagonal street, with a leisure center on one side and business, office space and apartments on the other side. In the south there is a market building and in the west a dance theater with a functional park. In the planning area, the functions of the buildings are divided so that people can find activities there at any time of the year and time. The revitalization of this area, and the creation of a new active front there, will increase the pedestrian-friendly passability of the area between Keskväljak and Vallimäe. It is important that the planning area is accessible to everyone and attracts people from all walks of life.
